
The National Examinations Council (NECO) has announced that it will fully switch from paper-and-pencil testing to computer-based examinations (CBE) starting with the November/December 2025 Senior School Certificate Examination (SSCE) External.
To prepare for this change, NECO has released strict guidelines for Computer-Based Examination (CBE) centre operators who wish to register with the Council.
According to the Council, each centre must have at least 150 functional computers or laptops with 10 per cent backups, connected through a cable-based Local Area Network. Wireless connections will not be allowed. Centres are also required to provide modern servers, antivirus protection, gigabit switches with backups, and uninterrupted power supply.
In addition, examination halls must have individual cubicles, good air-conditioning, proper lighting, and CCTV cameras with cable connections. All cables must be properly trunked, and exposed wiring will not be accepted.
Centres must also have a strong MTN or Airtel network signal, visible wall clocks for all candidates, and must not be located in shared premises such as cinemas, malls, or markets.
For facilities and staffing, NECO insists on backup power supply with a minimum 40kva generator and inverters that can run systems for at least three hours. Each centre must also employ two technical personnel and one network engineer. Staff must be men and women of high integrity to ensure credibility in the examination process.
Other requirements include internal toilets, holding rooms for candidates, adequate fencing, and proper security.
NECO warned that makeshift CBT centres will not be accepted. All approved centres must be properly maintained and used for computer-based examinations all year round.
