My fellow citizens of Ebonyi State, another new year is here. It is the year 2016.

On behalf of my family and Government of Ebonyi State under my watch, I am wishing you a Happy and prosperous New Year. The wonderful and merciful God who brought us thus far, making us part and parcel of the New Year in good health, shall remain our keeper. He will surely do a lot more for us in 2016. On our part, we shall continue to worship him in faith and in righteousness. He is indeed a great God.

Today begins the New Year and a new life for us as Ebonyians. As a people, we must imbibe a new way of doing things. Re-channelling our creative energies to noble ventures for our good and for the good of the state. We must seek genuine repentance and refocusing for greater virtues, making sustainable and unbreakable resolutions for a better year 2016.

Our closeness to God must get better for He is the doer of all things; every good thing comes from Him. For he is a great God.

As a government and people, our hope must remain in Him. We are in government through Divine Mandate. For this reason, we christened our 2016 budget, the Budget of Divine Actualisation. We are all aware of the negative predictions of a gloomy national and global economy in 2016 occasioned by the steady decline in oil price at the international market.

We hear that states may find it harder in 2016 due to dwindling federal allocations. But the good God who gave us this mandate will finish the year 2016 well with us. We have a covenant with Him and there is no breaking it either by us or God Himself.

He will help us to actualize our budget trust predicated on transforming the state capital into a modern city and developing our major towns and rural communities. We will not go back on our promise to provide qualitative education for Ebonyians and making potable water available to the rural communities. We will continue to tackle headlong, the problem of poor road network within the state, pursue mechanized agriculture that would eventually sustain the enviable status of the state in rice production, develop ICT among numerous priority areas.

As a government, we plead with Ebonyians to integrate their personal values and integrity into one over-all authentic governance frame-work in which government policies, rules and regulations and personal values can mutually reinforce each other.

In the words of Plato (340BC) “Good people do not need laws to tell them to act responsibly, while bad people will find a way around the law.” We have to learn from Plato and focus on creating a culture of good people in which personal values are aligned with the laws of the state and embedded in the minds of the people. Ebonyians are people of honour and integrity – that is why the dictum, salt of the Nation is an apt description of us.

We are not just in government for the sake of it, we are in government to transform Ebonyi State and make it number one in the country. We will in 2016 touch more lives and together, take the state to an enviable height in the comity of states in the country. We are in government to create an environment where everybody will be seriously expected to achieve outstanding success and live in peace without trace of hostility. We will create an environment where Ebonyians will dream dreams and nurture hope. Hope is everything and there is nothing like it especially where it is anchored on God.

We shall zealously and jealously guide our goals. We are passionate about our goals, it is our covenant with God and the people of Ebonyi State not until they are accomplished to the last one, we shall never rest on oars.

Our massive road construction cutting across the 13 local government areas of the state is on course and will upon completion place Ebonyi among the states with the best network of roads in the country.

The Budget of Divine Actualisation. has already captured critical areas like infrastructure, agriculture, health and education among others.

We have since tasked the Enugu Electricity Distribution Company (EEDC) on the need to supply pre-paid metres to all the homes in Abakaliki and beyond. Our government has just kick-started rural electrification project with a view to ensure that every home in the state is lit.

Quality drinkable water has returned to our hitherto dried pumps. Salaries of civil servants are no longer paid as at when due but even before it is due. Last December, we put smiles on the faces of our workers with the payment of the 13th month salary to them.

We are encouraged by the feedback we are getting from our brothers and sisters in the state and beyond. Just before the end of last year 2015, a non-governmental organization, Citizen Anti-Corruption Volunteer Corps (CACVC) rated Ebonyi State high on the ladder of transparency and accountability in the management and administration of public fund. We are happy for this wonderful rating and knowing that we are being watched.

Again, in the spirit of the New Year, we task Ebonyians on the need for genuine repentance and practicable New Year resolutions aimed at dropping bad habits in our collective bid to create a culture of good people. Those with ambitions are free to exercise them within the ambit of the law without breaching the peace of the state.

Let me remind you at this juncture our government’s core values in which I stated that: In this administration, everything I do must reflect my covenant with God which he gave to me himself, namely:

· To serve our state with the fear of God;

· To prosper our state with the word of God; and

· To passionately help the widows and the less privileged.

We are therefore asking for a rededication and double commitment to the growth of the state. Ebonyi will be better for the good of all.
